Based in Yvelines, France. Our client designs, manufactures, and installs high-performance thermal equipment for transporting hydrocarbons.
As part of a project Overseas, our client is looking for an SCM Package Engineer with at least 10 years’ experience who will be responsible for the technical and commercial management of purchases of various batches of metallurgical materials (steel tubes of different alloys and diameters, forged parts, mechanically welded components, etc.).
The SCM Package Engineer will work within a multidisciplinary project team. He/she will be involved in the technical implementation, financial management, and scheduling for the batches under his/her responsibility, while ensuring compliance with the company’s quality and HSE standards and requirements. He/she will be involved from the tender preparation phase through to the delivery of materials to site (France).

Job description
The main responsibilities of the SCM Package Engineer includes, but are not limited to:
- Appropriation of technical documents necessary for launching calls for tenders (specifications, technical data sheets, technical requirements)
- Interface with engineering, quality, and occupational health and safety to prepare the applicable documentation files. The SCM Package Engineer is responsible for achieving the planning objectives for this purpose
- Preparation and drafting of the call for tenders file (NDA, RFQ, technical documentation) and sending it to the various potential suppliers recommended by the SCM department
- Management of technical (TBE) and commercial (CBE) evaluations of the various bids and preparation of decision-making support materials
- Management of critical reviews with suppliers: kick-off meeting, pre-production meeting, close-out meeting, and feedback
- Communicating with the HSE Package Engineer and monitoring any environmental, health, and safety incidents at suppliers
- Participation in maintaining the Project Procurement Report (PPR) for all purchase lots awarded in the pre- and post-order phases
- Assistance to the Project Controls Lead in regularly updating the costs and schedules of awarded purchase lots
Profile required
- Minimum 10 years’ experience in a role covering the full scope of purchasing engineering (pre-order and post-order with on-site manufacturing monitoring) in the O&G sector.
- Knowledge of technical standards specific to the industry (EPC in Oil & Gas) and purchasing, including Quality, Health, Safety, and Environment
- Good Knowledge of the metallurgy and boiler making sectors.
- Fluent English, French is a plus
- Proactive, good interpersonal and negotiation skills
